Older record (2016) · Commission Investigation Division complaint · LAPD Commission Investigation Division · Permit No. 000287811000016P287 (Permit History Report) · October 24, 2016
Records show a Police Commission Permit History Report for the business's Towing Operation permit (No. 000287811000016P287), printed Sept. 8, 2021, with entries from Oct. 24, 2016, to July 20, 2021. The business applied for the permit on Oct. 24, 2016; after a background investigation that recommended a grant with conditions, the Board granted it on March 24, 2017. The report lists 21 complaint investigations by the Commission Investigation Division (CID), by year opened: 1 in 2016, 1 in 2017, 5 in 2018, 7 in 2019, 6 in 2020 and 1 in 2021. As classified in CID's investigation reports, 9 were sustained in whole or in part (1 in 2017, 2 in 2018, 3 in 2019, 2 in 2020 and 1 in 2021); the sustained findings concern tow-authorization records, the one-hour parking rule (Veh. Code 22953), operating without an Auto Park permit or with incomplete tow authorizations (LAMC 103.202(b), 103.204(e)) and fire-lane markings (Veh. Code 22500.1). 2 were not resolved (2019 and 2020), 1 was filed without further action because the complainant did not respond (2020), 1 was unfounded (2020), and the 2016 complaint report records an administrative citation. 3 (2018, 2019 and 2020) were referred to the City Attorney's office for filing consideration; the report does not record the result. 3 investigations have no report in the file and were closed without action in the ledger (two opened in 2018, one in 2019), and one opened March 7, 2019, has no outcome recorded. CID issued six administrative citations (for one 2016, three 2019 and two 2020 complaints); the report does not record whether they were paid or contested. In four complaints the report states the business refunded, or agreed to refund, the tow charge. Seven complaint entries were readied for the Board with 'Proposed Action: Enforcement' (March 2020 to January 2021); no Board action on them is recorded in the report.
Outcome: Sustained in whole or in part: 9; not resolved: 2; filed without further action: 1; unfounded: 1; administrative citation: 1 (2016); referred to the City Attorney for filing consideration, result not recorded: 3; closed without action with no report: 3; no outcome recorded: 1. No Board action is recorded on the 7 proposed enforcement entries (July 20, 2021).

For a tow from private property based on a sign, the sign must be in plain view at all entrances, at least 17 by 22 inches, with letters at least one inch high. It must say that public parking is not allowed and that cars will be removed at the owner's expense, and list the police phone number and each tow company's name and phone number. (A sign is one of several ways the law allows these tows.)
